Two phones sit side by side on a retailer’s page. Same model, same color. One costs $200 less and carries one extra word. So what does refurbished mean? Somebody did something to it before selling it — who, and who pays when it dies in three months, the word never says.
Refurbished means a previously owned or returned product that was inspected, repaired if needed, tested and resold, usually with a warranty. It isn’t legally protected in the US, so what happened depends on who refurbished it and the warranty in the box.

Why Refurbished Is a Marketing Word and Not a Quality Standard
No US agency defines “refurbished.” Wikipedia notes France is the exception, with a 2022 legal definition. Even Techbuyer admits each vendor means something different. What’s regulated is the promise: the Magnuson-Moss Act requires written warranties be clear and FTC-readable before purchase; “as is” means you carry the risk.
The seller knows what was done. You see one word. Economists call that information asymmetry. Shoppers call it getting burned — why Certified, Renewed and Restored exist: “trust our contract instead.”
The catch: Magnuson-Moss applies only once a warranty is written down. A spoken “covered” means nothing.
